The Commissioner of the Muskrat Falls Inquiry is becoming exasperated with the lack of note-taking and note-keeping along the way.
Time and again, the notes of high-ranking government officials during key times of the project cannot be found.
In the case of Ed Martin, the CEO of Nalcor in the day, he just did not take any notes – ever. However, in other cases notes were taken and then either lost or destroyed. Julia Mullaley was a prime example. She took a lot of notes and was even given special authority by the Inquiry to search the government vaults to no avail.
Donna Brewer retired October 31, 2017, less than a month before the inquiry was announced. She told the Inquiry yesterday that her notes are nowhere to be found.
Commissioner Richard LeBlanc finds it hard to believe that a government seems to have little propensity or ability to retain such documents. Do not be surprised if he recommends a change in record-keeping practices in the public sector.
