The PUB’s public hearings on Muskrat Falls rate mitigation begin next month. The Public Utilities Board today released the final consultant reports on the second phase of rate mitigation options related to Muskrat Falls.
The Liberty Consulting Group and Synapse Energy Economics prepared the reports for the Public Utilities Board as part of efforts to keep rates down once Muskrat Falls comes onstream.
Liberty Consulting looked at financial opportunities, including the sale of excess power, and applying the province’s share of equity-based returns to the reduction of rates.
The next largest source of revenue is the market sale of power and energy. Liberty says Muskrat Falls will produce generation beyond what is needed to serve domestic load and other firm obligations.
It also outlines operational opportunities including the integration of Power Supply and Hydro and combining some operating responsibilities of Hydro and Newfoundland Power.
Synapse meanwhile explored electrification and rate design parameters.
A public hearing is scheduled to begin October 3.
