St. John’s City Council has narrowly voted to allow the owners of the Avalon Mall permission to put up two new buildings between the mall and Kenmount Road.
Each building would be constructed on opposite sides of the access road in the mall’s parking lot.
The first facility is for a national coffee franchise with drive-thru services while the second is for a bank with a drive-thru ATM machine.
Council voted 4-3 in favour of the proposal with Deputy Mayor Sheilagh O’Leary and councillors Maggie Burton and Hope Jamieson against.
Crombie REIT has been doing extensive renovations to the mall itself, and work on Kenmount Road is ongoing.

There could soon be even more construction happening near the Avalon Mall.
Crombie REIT, the company which owns the Avalon mall, has submitted applications to construct two new buildings near the Polina Road entrance to the mall.
Each building would be built on opposite sides of the access road in the mall’s parking lot.
The first facility is for a national coffee franchise with drive-thru services. The second is for a bank with a drive-thru ATM machine.
The city of St. John’s has received four applications voicing concerns with the coffee shop, mainly involving increased traffic congestion and environmental concerns with vehicles idling in the drive-thru. No submissions have been received for the proposed bank.
Construction has been heavy in the area over the last few months, with Crombie REIT doing extensive renovations to the mall itself, as well as ongoing work with the Kenmount Road infrastructure project.
St. John’s city council will vote on the discretionary use applications tonight at city hall.
