Quebec and Newfoundland and Labrador are talking about doing joint projects, and have held exploratory talks.
Dwight Ball says he has a good working relationship with Premier Francois Legault.
They discussed Route 138 along the north shore of Quebec in relation to the fixed link across the Strait of Belle Isle. That and other road improvements in Newfoundland and Labrador would have to be completed in conjunction with the tunnel across the Straits.
Ball, who will become chair of the Atlantic Premiers in January, also wants to bring Quebec in on efforts to reduce the carbon footprint in Atlantic Canada by sending them hydro power from Newfoundland and Labrador.
They also talked about Gull Island—a much larger project on the Lower Churchill. That project would be done purely for export markets, but customers would first have to be secured.
