Quebec and Newfoundland and Labrador are talking about doing joint projects, including upgrading infrastructure should the fixed link across the Strait of Bell Isle be done.
Dwight Ball says he has a good working relationship with Premier Francois Legault. They discussed Route 138 along the north shore of Quebec, a road that would require significant upgrading.
Premier Ball says the link and Route 138 would be a nation-building project.
Ball, who will become chair of the Atlantic Premiers in January, also wants to bring Quebec in on efforts to reduce the carbon footprint in Atlantic Canada by sending them hydro power from Newfoundland and Labrador. He says no matter what the project is, you have to have a customer that will buy the power. Gull Island on the Lower Churchill differs significantly from Muskrat Falls.
He says Muskrat Falls was a forced customer, the ratepayer of Newfoundland and Labrador.
