The provincial government is not going to allow the sale of cannabis vape products in Newfoundland and Labrador, at least not for a while. Also, some retailers are going to receive higher commissions.
Tier one retailers are those which exist solely for the purpose of selling cannabis products. Their commission goes from a flat eight per cent across the board to a multi-tiered system of 8, 10 and 12 per cent based on sales.

Minister Tom Osborne says stand-alone operations have more overhead and challenges.
Those operations are also now permitted to sell their products online.
On the health front, Minister John Haggie says they are concerned about severe lung disease associated with the vaping of cannabis. No cases have been reported in Newfoundland and Labrador, but 11 have been documented in Canada.
Government will not allow the introduction of cannabis vape products until there is more evidence about the connection with severe lung illness.
