Cecil, the character created by comedian Mike Lynch, is interested in the job and outlines his goals in a new video.

He suggests providing hockey gear to help people navigate sidewalks, and building a wall around the Goulds.

He can also be seen training and perfecting his lies including; the province is in good hands and the Leafs are doing good.
