Mills’ term runs from April 21 to September 30, 2020, and carries a 14-day termination clause. The contract is valued at $150,000 per annum, however the assignment is expected to conclude this summer.
A spokesperson for the Premier’s Office says competition was not required for the position, as contractual employment is exempt from the Public Service Commission Act.
The Premier’s office says Mills has some 35 years of experience in economic development and public administration. He spent 20 years as Vice President of ACOA NL before retiring from the role in 2015. Since then, he has held several contracts with Memorial University and the Marine Institute—including work on tech and economic development projects, to development of the Holyrood Marine Base.
They also cite his completion of a number of projects with Petroleum Research NL, around proposal development for the Ocean Supercluster.
