A St. John’s man serving a sentence for manslaughter is on statutory release, but with strict conditions, including that he is not to reside in this province.
Philip Pynn was released last year after being convicted in the shooting death of his friend, Nick Winsor. Statutory release was revoked after he violated the conditions. The Canadian Parole Board still has serious concerns about his ability to reintegrate to society and to avoid relapsing back into drug abuse.
The board says Pynn will be allowed out of prison but will have to stay at a Community-Based Residential Facility, generally referred to as a halfway house, outside Newfoundland and Labrador. Local police told the board that they were concerned about the potential of retribution and risk to people here. Pynn will not have “leave” privileges while at the facility.
He is to have no contact with people known to be involved in criminal activity and is not to use alcohol or drugs other than those prescribed. He will also have to wear an electronic monitoring device, known as the ankle bracelet.
