The father of a young woman murdered by David Folker is expressing anguish over her killer being able to apply for parole years before his eligibility.
Jon Baggs lost his 32-year-old daughter, Ann Marie Shirran, in July of 2010. Her body was eventually discovered dumped in a gravel pit near Cappahayden weeks after she disappeared.
Folker, the father of Shirran’s child, was convicted of second-degree murder and performing an indignity to a human body.
The Judge gave Folker, previously convicted of manslaughter in Nova Scotia, 15 years before he is eligible for parole, but Shirran’s father Jon Baggs says he’s learned he’s already applied.
That’s only “half the time” says Baggs. He told VOCM Open Line with Paddy Daly that his daughter’s greatest fear was to be buried after she died, and indicates the indignity with which Folker treated her body is something he will never forget.
Baggs says “for an individual to do the like of that” he should be in prison for life.
He has written the Parole Board telling them his thoughts on the matter.
Baggs believes Folker should not even be allowed to apply until the full 15 years—short of the 18 years originally recommended by the Crown—is served.
