An independent investigation into allegations of conflict of interest against a St. John’s city councilor following a land sale has found that there were some violations.
The city purchased land on Goldstone Street for $640,,000 to improve safety in the area. Councillor Ron Ellsworth was the listing agent for the property, and received a commission.
The city hired lawyer Donna Ballard to look into the allegations.
She found that Co. Ellsworth did breach two sections of the Councillor Code of Conduct by not declaring a conflict of interest and speaking to and voting on the 2024 city budget, but Mayor Danny Breen says the city does not accept those findings as the budget is too broad.
Ballard found that Ellsworth, who chairs finance and housing at City Hall, also breached requirements by not disclosing conflicts during several special council meetings.
He did not attempt to influence any vote or policy on the matter.
