A Tory senator from Newfoundland and Labrador is calling for an independent review of the MOU on Gull Island.
While the document at this point is non-binding, it is the basis of what will likely become a formal agreement in about six months’ time between Newfoundland and Labrador and Quebec to develop the hydro project.
Senator David Wells says a non-partisan review is essential to ensure that the province receives the maximum long-term benefit.
He says key details remain unclear, including pricing, ownership shares, and safeguards for the province’s interests in a changing global market.
The tentative agreement between the two provinces also calls for the twinning of Churchill Falls and increased capacity for electricity-starved Labrador.
