Equinor is hoping to approve the Bay du Nord project next year, with a goal to start production in the offshore deep sea field in about five years.
Equinor CEO Anders Opedal made the comments during the CERAWeek energy conference in Houston this week.
The $14 billion project could produce up to 160,000 barrels per day.
Energy Minister Lloyd Parrott and Premier Tony Wakeham are at the conference along with federal energy minister Tim Hodgson, who highlighted Canada’s value as an energy superpower for American and international partners.
