The federal Auditor General has released a damning report on its audit of the implementation and management of the ArriveCan app used to monitor travel at the height of the COVID pandemic.
Auditor General Karen Hogan says she was “deeply concerned” with what they didn’t find.
She says a paper trail should have existed. Overall says Hogan, the contract shows a “glaring disregard for basic management and contracting practices throughout ArriveCan’s development and implementation.”
She acknowledges that while government had to be flexible and fast in responding to a public health emergency, they still had to document their decisions and demonstrate the prudent use of public funds.
Hogan says by piecing together information, the ArriveCan app is estimated to have cost $59.5 million, but they were unable to determine the exact cost because of a lack of complete and accurate financial records.
