St. John’s city councillor Tom Davis has been suspended from council for one month – with pay- after he was found to have breached the city’s Code of Conduct.
The complaint was filed on March 10th following a verbal exchange before council with Deputy Mayor Ron Ellsworth.
Due to the personal nature of the situation, no other details are being provided.
An investigation was launched and Davis was found to have breached a number of sections within the Code of Conduct including using “insensitive and disrespectful language,” “multiple comments made to colleagues that failed to respect the opinions and perspectives of others and were offensive,” and questioning the competency of staff, the cumulative effects of which created a “poisoned work environment.”
Councillor Greg Noseworthy read the city’s formal reprimand of Tom Davis in the council chambers this afternoon.
“Councillor Davis is required to attend training as determined by council, focusing on effective and respectful communication, professionalism in the workplace, insensitivity and inclusion within 60 days of today, June 2nd, 2026, with ongoing support as required.”
“Councillor Davis will be suspended from council for one month, with pay, from June 2nd 2026 to July 2nd, 2026.”
Davis, who was an active participant in today’s council meeting, left the council chamber as soon as the decision was made. He says he accepts the findings of the report, and will work on doing better.
