Why does a holiday, based on the official birthday of Queen Victoria, move about? Dale Jarvis of Heritage NL says the holiday started in the Commonwealth, but things changed in Canada in the 1950s when parliament got involved.
Now it is marked on the second last Monday of May to ensure that Canadians get a three-day holiday weekend.
