The RNC first notified the public of a heavy police presence in the centre-city neighbourhood shortly after noon, with residents being asked to shelter in place.
Police were focused on #25, with neighbours telling VOCM News that there had been trouble at that residence for the past week.
Just before 3:30, a person could be seen carefully walking from the house and kneeling down on the sidewalk in response to orders shouted by officers. The person was then handcuffed and led to a waiting police cruiser.
A second person from the residence was arrested a short time after that.

Traffic along Merrymeeting and Freshwater roads was also dicey as curious drivers and bystanders descended on the area despite the cold and rain.
VOCM News will have more details on the incident as they become available.
