Premier John Hogan met separately with Quebec Premier Francois Legault during Council of the Federation meetings in Ontario this week.
The two provinces are in the process of finalizing a Memorandum of Understanding reached on extending the Upper Churchill contract and developing Gull Island.
Hogan says the two leaders agree that, together, Newfoundland and Labrador and Quebec “can be leaders in uniting the country and creating opportunity.”
The premier says the MOU “unlocks tremendous potential” as they progress toward a definitive agreement.
