The Churchill River Negotiation Oversight Panel is suggesting that the deadline set for finalization of the MOU between Newfoundland and Labrador and Quebec on the extension of the Upper Churchill contract may not be met.
The panel says negotiations on the definitive agreement are on schedule, but that the April 2026 deadline, which is subject to extension, may be aggressive.
The panel made the observation in its latest quarterly update issued this week, but did not offer further detail.
