Repeat sex offender Matthew Twyne has been sentenced to just over a year in jail for his latest run-ins with the law.
Provincial court judge Lori Marshall was blunt in her assessment of Twyne’s disturbing behaviour and his odds of changing it.
She noted that despite the programs he’s availed of, he continues to thumb his nose at the law, seemingly incapable of complying with simple, specific orders—namely to stay away from places where kids are known to hang out.
Marshall stated there’s no reason why a grown man needs to go to playgrounds. But the 36-year-old did that twice in one day back in August, wandering around two Mount Pearl parks while doing stretches on the jungle gym.
But his disregard for the law goes back years to the early 2000s, with convictions for indecent exposure and other unlawful acts in public, while racking up two dozen breaches of court orders since 2013 alone.
It all left Judge Marshall wondering what, if any, counselling or programs could put a stop to it. She acknowledged Twyne will continue to have trouble finding a place to live, but said the protection of the public must be the primary concern.
Twyne appeared in court today via videoconference. She sentenced him to just over a year in jail, with numerous conditions for him again to follow. With time already served, he has about 230 days to go before he gets another shot at freedom.
